[Marketing] FOSDEM 2014 material: request for refund

Hi Anne,

Not to step on the Marketing Committee's toes, but to make sure this is 
handled I've added this request to the next OSGeo Board meeting's agenda 
for 13 August.  Either way I'm sure this can be handled (I can always 
remove it from the agenda if the Marketing team tackles this).
