This thread is now very far afield from the original subject ... But I
second Gerald's comments here. Sometimes it just takes a final push to
get things over the line, and 'downgrading' them or something similar
would just become a stumbling block to that. We should endeavor to
find out why projects are taking so long and offer help, not penalize
them.
