[Marketing] OSGeo folders

So the only difficulty is we do not yet have material for you to print, and
we do not yet have a specific dollar amount approved from Marc and the
marketing committee.

And we have a number of pictures of what banners and pull up banners will
look like, but nothing printable.

Here is what we have (it works, it is two months old but has a nice foss4g
Boston section):
