[Marketing] [Board] Definition of the news Queue with new webside

The community news pulls from OSGeo planet, republishes other blogs. When
setting up the website, and recent roles, we were not aware of the above
news publishing workflow. I thought news publishing was part of the osgeo
website committee and non functional. We may be able to come up with a
technical solution for sending out a tweet when news posts are made.

We can of course set up a role to limit publishing to the set of people you
describe, or perhaps have wordpress email you when a news post is published.
