[Marketing] let's work on some OSGeo Website tickets

I've just added a couple of high value website issues, for things which 
appear to have been dropped:

OSGeo Advocate page broken https://github.com/OSGeo/osgeo/issues/204

We have (almost) lost our OSGeo Incubation pages 
https://github.com/OSGeo/osgeo/issues/205
