[Marketing] marketing budget 2019

Wanted to start a thread on marketing plans / budget for 2019.

I think there is no end of good ideas, and lots of value for osgeo
foundation to take on in an outreach capacity.

That said it felt like we had more ideas than hands in 2018, perhaps we
should go with an initial focus on recruiting particpants to the marketing
committee.
