[Marketing] marketing budget 2019

We (the Irish OSGeo Chapter) were just talking about the USB Sticks for
OSGeo Live during our meeting yesterday. We'll be having our annual event
in April - around 100 people - and we'd be interested in seeing if there
was a global print run of USB sticks.
