[Marketing] marking issue tracker label

I have seen a number of marketing issues pile up in the issue tracker, and
made a label (in OSGeo green) so we could quickly find them.

Would folks be available for a marketing meeting in November? We should
make sure we have enough budget in place to cover these requests and
consider our budget for 2020.
