[Marketing] motion: podcast promotional activity

Motion from today's meeting:

- Allocate $1000 to a MapScaping podcasting campaign; supporting an initial
four projects to develop a promotional podcast

We will reach out to the projects mailing list for project contacts, and
ask projects to coordinate via marketing committee mailing list.
