[Marketing] Quick proposal: discourse consistency

Hi Scott,

High level the proposal is to set it up in a consistent fashion. I only
today learned that it was not setup with any kind of plan - just been
adopting the same names as the user lists that were being imported.

The result would end up pretty random ( fr-qgis vs user vs user-es vs
geonetwork-user-es) . I believe that providing some consistency now (as
5-10 email lists are added) we can make it more sane.

SAC really just wants to run the software and leave it up to the community
to decide.

I think we are the only crew in position to speak up about user experience.

(And thus we can see how OSGeo signup became so difficult)
