[MetaCRS] Non-Programming Collaboration

I've added a short section to Frank's OSGeo wiki page about MetaCRS. (I
hope that he doesn't mind.) It has a short list of opportunities for
collaboration on spatial reference systems that isn't dependent on the
programming language.
