[MetaCRS] Motion: Apply for OSGeo Incubation

Folks,

I motion for the MetaCRS project to apply to OSGeo to enter it's incubation
process, using the application written up at:

   http://trac.osgeo.org/osgeo/ticket/274

The incubation process is described at:
