[MetaCRS] 'FOSS Maintained' Source of CRS Definitions

Folks,

A few thoughts:

1) I don't feel there is a big rush to build a shared CRS dictionary. I'm
happy to get a few other software things in place first before we focus too
heavily on the shared CRS dictionary topic. That why I haven't been as
active in this thread as I might otherwise be.

2) It seems we will want a CRS model at least roughly based on ISO 19111.
I'm willing to accept that WKT (for instance) is too weak as our reference
definition of a CRS even if some system end up boiling things into WKT
(such as OGR).

3) I'd like to be clear that any CRS "super dictionary" we might come up
with will be large populated by EPSG. I'm not suggesting ignoring this
resource! I'm just suggesting there are definitions EPSG doesn't want
to represent for good reasons, but that we as pragmatic software developers
and "interchange specialists" need a way of working with.

Best regards,
