As part of MetaCRS, there is a project steering committee.
However, as currently envisaged the MetaCRS steering
committee would only address technical issues with
subprojects if or when there is a failure to achieve consensus
within the sub-project technical community.

If you would like to (re)contribute some of the items mentioned
to proj4js then my suggestion is that you prepare a reasonably
detailed proposal on what you want to change.  First circulate it
to the proj4js list seeking agreement.  If consensus is not reached,
then the matter could be brought to the metacrs list for voting.
