An alternative trying to meet everyone wish could be to use the "longitude first 
axis order" (or more generaly, "right handed coordinate system" in order to have 
a definition that still work in the polar stereographic cases), and add a column 
specifying what the order was supposed to be. Proj4 and CS-Map libraries can 
just ignore that column. Libraries capable to handle axis order can use this 
information for reodering the ordinates before to test their code.
