[MetaCRS] Motion: Accept Proj4J as a subproject

Isn't this another new version of Proj4?
Is there enough resources to maintain all of them?

Motion: The Proj4J code base is accepted as a MetaCRS sub-project with
         Martin Davis as the lead, and Martin is also accepted as a member
         of the MetaCRS PSC on behalf of Proj4J.
