[MetaCRS] CS-MAP trac submission link

Hi MetaCRS,

We've noticed that the link to submit new CS-MAP trac tickets is broken in
at least one workflow.

Specifically, the link at: http://trac.osgeo.org/csmap/ points to
http://trac.osgeo.org/csmap/csmap/newticket when it should point to
http://trac.osgeo.org/csmap/newticket.

Is there anyone out there with the power to repair this?
