[MetaCRS] CS-MAP patch: Repair PSTEROSL south-oriented projection

Hi Hugues,

We've identified that the PSTEROSL south-oriented projection code has a
defect. The calculations to compute the scale factor based on a latitude of
true scale only work for the north-oriented variant.

Could you review our attached patch to repair this issue?
