[MetaCRS] CS-MAP RFC-8

Hello Norm,

Just adding the RFC's URL for easy access http://trac.osgeo.org/csmap/wiki/CsMapRfc8

In the list of items in this RFC I see the following "Remove all .gdc and .mrt files from dictionaries and distributions."
If I remember correctly, the assumption is that these files are not used anymore and can be simply be removed, which was done, and then reverted. 
The reason why those files are still in there is because gdc are still referenced somewhere, and it's not just a matter of removing the files. The proper cleanup never managed to be scoped in.
