[Journal] Cancelling Peer Review

Unfortunately, we did not get the peer review process together in  
time to really handle reviews for volume 3.  Dan Ames is not  
available at the moment, so is unable to really help on this.

So here is your invitation... unless someone steps forward to offer  
to help handle the process of peer review (coordinate reviewers and  
articles), I will decide to not make the process available to the  
authors.  I'll give it until Thursday and make the decision then.

For now, editors, please confirm which of your authors were  
requesting peer review and please note it on the wiki page, beside  
their article.
