[Journal] Back issues and timing

FYI - You may have noticed that the first two issues of the Journal  
were already loaded into OJS thanks to Yoshida and Daniele who gave  
me an export file to load.  I'm currently working on getting vol3 and  
vol4 loaded into the system, instead of being only linked from http:// 
osgeo.org/journal

So if you hear or see some strange activity on the system, you'll  
know why.

Note, I'm thinking we could aim to get volume 5 out by year's end or  
early January.  Sound reasonable?  I got a good commitment response  
from most of the editors so far.
