[Journal] December issue

Landon has agreed to help get things moving for the next issue, and issues
into 2010. He'll be in touch with you about the articles that have been
proposed but not yet published.

Based on our discussions, I put together an annual timeline/schedule at"

Not I've reworked and simplified that Journal wiki page and I consider it
pretty static. I want to move all other article submissions proposals, etc.
directly into http://osgeo.org/ojs. So if you have an author interested,
then point them to the registration page on OJS.
