[Journal] floatflt necessary?

I'm pretty sure we've depending on this before, but for some reason my
system doesn't have it running right now.  I didn't add this in just for
vol 6, but it was brought over from vol 5 (in
tex_support/OSGeomisc.sty).  So I've now added it to the tex_support
folder, so we should be good now.
