[Journal] Update on Volume 8

I'm working on the following tasks:

- Provide a copy of Eli's review comments to the authors of the "Image
Request Application" article.
- Get a copy of the "Collaborative Web Based Mapping Article" for Behr.
- Convert "R.I.SWISSTOPO" article from Tex to ODF for review by Raf.

Give me a couple days to take care of these items.
