[Journal] 2009 FOSS4G proceedings

Hmmm... seems my renaming suggestion automatically volunteers me, Dimitris,
Rafal and Zachary to help with this 2009 paper issue :).  (Can you three
give us a "+1" to let us know you are able and willing to help?).

I just read the discussion posting about the 2009 papers. It seems to me
that we ought to be able to move them through the system pretty quickly
since they've already been peer reviewed and maybe even formatted properly.

Perhaps the approach is:

1) contact each author and ask if they are still interested in having their
2009 paper published in OSGeo Journal
2) tell them that if they are interested they should post the paper through
the OJS site by a certain deadline
3) several of us help with the formatting to LATEX
4) add the annual report section
5) proof
6) release

In fact, how about if we invite any of the academic track papers from 2010
to submit their papers at the same time?
