[Journal] Confirming the Team For Volume 9

Hi, was wondering few things.

Are we sending peer-review articles to outside (i.e. non-OSGEO
registered) scientists?
If not, would it be interesting to do so?
If yes, could we ask submitters to propose 3-5 potential peer-review
contacts so it can be reinforcing the process.

OSGEO Journal is online, it has a great potential impact because of
search engines webcrawlers...
