[Journal] FOSS4G Proceedings Online

FYI - now that I got these proceedings out, I will have some more time to help with
other issues/volumes.  Landon, where you at on the other volume?  What can I 
(or others) help with on that front?  Saw your email from a while back, not sure
if open items still stand.
