[Journal] Volume 9 Update

I finished addressing almost all of Eli Mitchell's second set of
review comments, along with addressing a couple minor corrections
requested by Scott Mitchell. I'd be finished, but we're sneaking in an
additional chapter report at the last minute. I'm now shooting to
officially publish tomorrow.

Thanks for everyone's help on Volume 9 so far!
