[Oceania-Board] [Oceania-Board-Private] OO Code of Conduct V2.0 draft

There's only a couple of outstanding issues in this document.

I think we can move forward, and just deal with the questions about a
reporting template as they arise.

Can we please progress with ratification of this document?
