[Oceania-Board] motions: let F4G Oceania 2020 access all Good Mojo funds

Sorry all - I have had the flu - back on board.
So before I vote, I just need some clarification.
Is/Are/Will Good Mojo:

   1. Meant to be spent for:
      1.  FOSS4G Oceania Conference only, or
      2. For all activities that fall under the OsGeo Oceania
   2. Expenditure approvals from
      1. LOC, or
      2. OSGeo, or
      3. Both
   3. Access to Account:
      1. LOC (Jonah), or
      2. OSGeo
   4. Community Contributions be called for?
   5. What activities do you forsee these to be spent on? Are there some
   categories here? As I would say getting catering I would have
   concerns about. However I would likely support technical support in hiring
   equipment such as large monitors for viewing, proping up wifi & etc
