[Oceania-Board] Shift of funds between accounts

Hey Greg and Ed

Ed, I don’t think that section of the policy needs to be changed, because
this is not expenditure, it’s just shifting money about.

The broader complication is what Greg describes. I’ll call a meeting of the
finance committee and we can work it out.
