[Oceania-Board] 2022 Call for venues

My intuitive estimate: at least 8 months, depending on where you start
from. For a new team, starting from scratch, it would be nice to have at
least a couple of extra months on top of that.
Also it depends on how clear the requirements are, ie. how would a
conference committee work, what are their responsibilities, how much
independence can they expect to have, etc. It feels like even a
well-coordinated push to develop requirements could take a couple of months
to develop & socialise, to a point where an independent LOC could take the
ball and run with it.
