[Oceania-Board] Proposal for 2023 FOSS4g SoTM Conference

Hi Emma,

We haven't sorted a date yet but will be constrained in some part by 
academic holidays (especially if we are relying on University 
facilities). Good point though in identifying other related conferences 
in the region so we don't clash.
