[Oceania-Board] QGIS Funding Proposal

Hey Folks

I've been chatting with members of the OO SIG Working Group about us
supporting QGIS through their crowdfunding campaign.

As recommended by Andrew Jeffrey, I'd like to propose that we donate $1,000
AUD, which will qualify us as a "small" sustaining member.

Just as a reminder, we already support Even Raoult around $60 a month,
helping him develop GDAL. So funding QGIS too will be a worthy addition.

I don't think we need to make this a Loomio, so if you can respond with a
-1/0/+1, that would be appreciated.
