[Oceania-Board] Discussion re: webinars with GCA GIS and Digital Analytics Working Group

I agree. It should be free. Afterall, it's part of the FOSS ethos. I've
attended some discussions through GCA that have been free based on the
topic. It's a no brainer to me.

Bonus points for basically free marketing by way of cross promotion too.
