Hmm...

Given this is an OSGEO list, I think it is worth noting that the FOSS OSGEO tool orgr2ogr (part of the GDAL package) can also convert the Mapinfo MIF files to shapefiles, as well as FME.

Also, mapserver can use the MID/MIF files directly via its built in GDAL support. I don't know how the performance will differ, however my guess is shapefiles (esp with a mapserver index) will be faster.

Personally I'd use ogr2ogr to load them all into PostGIS & use that beneath mapserver :-)
