At the city-level there's NASA's OnEarth global LANDSAT mosaic,
  http://onearth.jpl.nasa.gov

Nearer-in, Yahoo and Bing have granted permission to OpenStreetMap
to use their TMS tile imagery for tracing. I don't know if that
extends to use beyond OSM, but I sorta doubt it.

AFAIK Koordinates do not offer a WMS server at this time.
