Many thanks for your response Jeff.

Noting that I’m not a lawyer, and this is just an educated guess:

I suspect that the parent OSGeo’s insurance may not cover a situation where a representative of a Local Chapter legal entity had a liability.

I think that Jody’s suggestion of seeking appropriate advice is really required here.
