[OSGeo Oceania] Draft reach-out re future FOSS4G events

Looks great Cameron, thanks for progressing this. I've made some minor
suggestions. I think we should aim to get this out soon, maybe early next
week?

Folks, what's an appropriate channel for this? Mailchimp mailout +
foss4g-oceania + foss4g-oceania-discuss? All the lists?
