[OSGeo Oceania] FOSS4G Developing Oceania Countries

Should we be looking at providing more tech support for the Oceania
countries where their economies have restricted funds for mapping their
respective parts of the world? For example, East Timor? Open source software
would seem to be a great option for these areas. Any thoughts? Maybe this is
already happening?
