[OSGeo Oceania] Board meeting minutes

Hi all, minutes from our January meeting are now posted on the Oceania wiki
[1].

Highlights include:
* Initiation of a group to begin planning a QGIS hackfest in 2020.
* Appointment of officers: the board appointed John Bryant, Greg Lauer, and
Alex Leith to continue to serve in their roles as Chair, Secretary, and
Treasurer respectively, and appointed Trisha Moriarty to serve in the new
role as Deputy Chair.
* Initiation of a communication working group, whose terms of reference are
under discussion, with Adam Steer as chair of that group. Adam will be
seeking a couple of interested people from the community to join that
working group once its scope becomes clear.
