[OSGeo Oceania] Board meeting minutes 2020-05-15

Hi all, OSGeo Oceania went low key for a couple of months when the
coronavirus turned everything upside down, but we regrouped for a board
meeting on the 15th. Minutes from the meeting are now posted on the wiki:

Highlights include:

   - proposal for taking FOSS4G SotM Oceania online, with possible
   in-person hubs
   - a proposed QGIS working group (hurrah!)
