[OSGeo Oceania] OSGEO Oceania SIG Charters (OSM and QGIS)

Hi Martin,

The QGIS one is in a position where it can be put out for comment.

I didn't want to float it in the lead up to the conference in case it got
lost among the conference talk.

I'll post something on the OO list this week regarding that the charter is
open for community input.
