[OSGeo Oceania] Changes to OSGeo Oceania Board lists

Hey Folks

FYI, a ticket around Oceania Board mailing list changes:
https://trac.osgeo.org/osgeo/ticket/2510#ticket

Changes are:

I'd like to rename the current list oceania-board to oceania-board-private.

And I'd like a new list oceania-board that is public.

This will enable us to default to public discussions as a Board, while
providing a private list for exceptional items.
