[OSGeo Oceania] Open Board Meetings

Sorry you feel blindsided Alex.
You're correct that I should have done things better procedurally (this is
important). Specifically, it should have been discussed earlier in the
meeting with everyone on the board, and/or on Loomio.

I've added a thread to Loomio to make sure everyone's voice can be heard.
