[OSGeo Oceania] [Oceania-Board] Sponsoring GDAL maintainer

I love this initiative, thanks Dionne.
I agree with Greg, I'd like to send the $500 as soon as possible, then
maybe match community donations with other $500? Anyway, happy with
everything we will decide.
