[OSGeo Oceania] OSGeo Oceania Finance Policy Change

Hey Folks

I have a proposal to change a section of the Finance Policy to enable us to
have any two members of the Board as those having access to the bank
account. This removes the requirement for those people with access to be
'executive' members.
