[OSGeo Oceania] OSGeo Oceania Comms Working Group meeting

Hi all, the new Comms Working Group had a kickoff meeting today and talked
through some priority activities. Key topics included the OSGeo Oceania
website and social media channels.

The objective of the WG is to use communication to drive engagement in the
Oceania open geospatial community.
