[OpenGeoscience] [Board] Sponsoring activity of education

Hi Maria,
the idea is the dissemination of the outputs of this project: www.4onse.org

The project will conduct:

1- training of one week in Indonesia, Morocco, Kenya, Vietnam, Nepal and
Ethiopia to selected people from Universities.
During the training a new automatic open weather station will be built and
data collected and share using OGC SOS standard and istSOS open source
software

2- each country will localize the course and conduct the same training to
about 60 people (and build additional 3 stations to be then deployed)

3- an open community will be created on open weather monitoring (could be
part of OSGeo Open Geoscience or connected with)

The money from OSGeo should cover part of the costs for the equipment to be
used during the training in local (particularly for Nepal and Ethiopia),
otherwise they won't have funds to run this part (point 2).

I hereby guarantee that all the fund from OSGeo will support only the
developing countries and the equipment necessary to conduct training and
that OSGeo will get the highest visibility.

As a side effect, I also believe that this will help in expanding the
istSOS community, as project of the OSGeo family.
