[OpenGeoscience] Happy new 2023 / Budget

Hello Open Geoscience list,

a happy new year to all of you !

The deadline for the 2023 budget proposal for the OSGeo board is January 20.

Despite all our good intentions we didn't have any expenses in 2022.

As the pandemic is finally receding I propose to use a similar budget as for 2022:
